Abstract
The ongoing educational reforms in the European Higher Education Area (EHEA), the COVID-19 and the post-war situation in Armenia have arisen new issues for the quality education system of the Republic of Armenia. The need for simultaneous transformation of the policies and strategies have become urgent. Taking into account the urgency of reviewing the management approaches to the education quality assurance system of the RA, the interrelationship between the strategic management and quality assurance, the strategic approaches of ANQA and 13 accredited HEIs are analyzed in this article. The analysis of a professional literature and a number of other documents shows that strategic development of the HEIs is largely conditioned by the effective implementation of quality assurance processes. At the same time, the research proves that the processes in the RA higher education system are not fully implemented in accordance with the principles of strategic management and the ideology of the Bologna process. Particularly, while developing strategies, the HEIs do not take into account their sectoral peculiarities. In most of the studied HEIs, there is still a gap between the strategic management and quality assurance processes. Although in the documents quality assurance is considered as a separate direction of strategic development of the activities of the HEIs, the issues aimed at improving the quality of education are not practically solved, thus reducing the effectiveness of reforms.
