ItemՀՀ բուհերի ռիսկերի կառավարման մոդելի արդյունավետության բարձրացման ուղիները(Lingva, 2021) Կարապետյան ՍվետլանաHigher education is one of the basic preconditions for sustainable development of the state and society, economic progress, ensuring the competitiveness of the state and sustainable development. The system of higher education is one of the most important mechanisms for the development of the state, the generation of intellectual capital, and the consolidation of professional potential. In the conditions of socio-economic, socio-cultural changes of the modern economic society, one of the challenges of higher education is the professional training of competitive specialists, ensuring the efficiency of competitive universities. The solution of this problem requires the improvement of the higher education system and continuous improvement of the processes. Alongside with the development of the higher education system, there are many challenges, such as the current trends of globalization in higher education, the growth of global competition, as well as the rapid development of information and communication technologies, which directly affect the internal and external environments of educational institutions. Implementing risk management to address these challenges and providing solutions to the problems are the effective operational mechanisms including the implementation of risk management system. The latter one allows to increase the efficiency of activities in key areas for universities, as well as the quality of educational and research services. The objective of this article is to research the content of ways to increase the effectiveness of risk management models at the RA universities in the context of the higher education system. The article clarifies and proposes the definition of academic risk and introduces a risk management model with the aim of increasing the effectiveness of risk management processes and clarifies the conceptual provisions for the application of that model.

ItemԲարձրագույն կրթության որակի ապահովման մոդելների գործարկման սկզբունքներն ու առանձնահատկությունները(Lingva, 2021) Մովսիսյան ՏաթևիկThe article examines the principles and peculiarities of the implementation of American and European models of quality assurance in higher education. As a result, similarities and differences were identified between the studied models and quality assurance processes in the Republic of Armenia. According to the results of this research, the main similarities among the models are in identifying and meeting the needs and requirements of stakeholders, the vision of managers, their managerial abilities and skills, the application of the principle of continuous quality improvement in various processes, strengthening and developing cooperation and encouraging employees. The differences among the studied models are mainly related to the peculiarities of the field of higher education quality assurance in a given country, some principles and approaches to the implementation of the models. Unlike the studied models, in Armenia special attention is paid to the units of measurement of the results of the processes - key performance indicators (KPI) or quality assurance indicators (QPI) in the context of quality assurance, since the performance of entities depends on them.

In order to effectively manage the risks that might have possible repercussions on ensuring the efficiency, competitiveness, and continuity of processes at the RA universities, the latter ones are obliged to employ clear principles, approaches, processes, and procedures that imply the establishment and operation of a risk management system. The purpose of this article is to propose a risk management framework for universities as a precondition to increase the efficiency of strategic management of RA universities.

ItemԲուհերի կազմակերպական մշակույթի հասկացութային շրջանակի շուրջ(Lingva, 2021) Մակարյան ՄարիամOrganizational culture exists in all organizations, including higher education institutions (HEIs), and it has a strong impact on the morale and psychological state of the employees, labor productivity and motivation. Each HEI has its own organizational culture, which shapes the peculiarities of the given HEI. Organizational culture is a moral-psychological atmosphere, a set of spiritual-material values, symbols, norms, standards, informal rules, beliefs, customs and traditions, rituals, ceremonies and slogans. Organizational culture is contingent to the given HEI, and it is reflected in its organizational-managerial features, organizational behavior and interactions. Organizational culture is considered as a powerful strategic tool that allows any HEI to mobilize the initiatives and efforts of employees, ensure loyalty and facilitate communication.

ItemՀանրակրթության պետական նոր չափորոշիչը (նոր մոտեցումներ, հեռանկարներ)(Lingva, 2021) Մելիքյան ԳագիկThe purpose of this article is to analyze ideas, principles and fundamental approaches, constituting the basis for the formation of a new state general educational standard, as well as the to stimulate constructive discussions in the field of the teaching community before the full and final implementation of the standard. The article examines the features of the content of education based on competencies and the final results that contribute to their formation, the innovations of the proposed basic curriculum and the assessment system. As a result of the comparative analysis, the advantages of the new standard and certain risks associated with the full perception of the ideas reflected in it and its implementation are presented.

Respectively, the targeted state policies in SMART specializations and investments in the processes of producing creative assets have served as a basis for the emergence of creative economies. These new advancements have also created new challenges for universities. In competitive economies universities have undertaken the missions of innovating and incorporating solutions into the educational processes by preparing professionals who will possess competitive knowledge and skills. The aim of the article is to conceptualize the focal role of SMART specializations in the successful development of creative economies in Armenia and Moldova.

ItemOn the functionality of risk management frameworks at the universities(Lingva, 2021) Hovhannisyan Samvel ; Karapetyan SvetlanaInternal and external environmental factors and modern-day economic, social and educational trends have led to the necessity for universities to adopt new approaches and policies towards the implementation of their statutory goals and functions. The mentioned factors have entailed the need of integrating risk management into the strategic, operational, and academic processes of universities, thus managing the probable impact of possible external and internal risks on performance effectiveness, on preserving their competitiveness and gaining competitive advantage. With the overall aim of effectively integrating risk management into the corresponding functional processes, a set of policies, procedures, and structures should be developed and assimilate into the risk management framework in order to ensure a systematic approach towards risk management.

ItemCross-cultural competencies in modern educational environment(Lingva, 2021) Minasyan Eva ; Sahakyan LilitThe article touches upon one of the most urgent problems of modern professional education - the training of a future specialist in multicultural EE (educational environment). At present, social development requires a thorough study of the notion of ‘multicultural education’ given the necessity to educate future professionals ready to interact in a cross-cultural team. Based on such core methods of the scientific research including analysis, comparison, abstraction and generalization, the authors analyze the basic pedagogical categories that underlie this process and clarify the key concept of the research, concluding that the multicultural educational environment is a complex pedagogical phenomenon that involves the comprehensive development of the individual with a special emphasis on his/her competencies to act in a multinational society effectively.
